Journalists described how Hungarian intelligence may have been spying on representatives of the European Anti-Fraud Bureau as they conducted an audit of a company owned by the son-in-law of the country's Prime Minister Viktor Orban. Between 2015 and 2017, EU officials traveling to Hungary to inspect the business of an Orbán relative were followed on car trips and had their telephone conversations intercepted. There are also reports of recording calls, searches of hotel rooms and copying data from delegations’ laptops. Such actions are considered common practice for the Hungarian intelligence services. This is indicated by a joint investigation by the Hungarian media center Direkt36 and the Belgian newspaper De Tijd.

Viktor Orbán’s office neither confirmed nor denied these accusations, calling the investigation materials “fake.” According to Politico, Hungary has been repeatedly accused of spying on journalists, activists and opposition politicians. In 2021, it became known that the country’s government had acquired Israeli spy software, and at the beginning of 2024, a member of the European Parliament who criticized the Hungarian authorities came under a cyber attack.

On July 30, 2024, the German publication RND reported that Hungary included citizens of the Russian Federation and Belarus in the “national card” program to work in the country for two years with the possibility of extension. According to the EU, such a decision by Hungary poses a risk to national security and is an “open door” for spies.
