On November 18, 2025, the UN Security Council took a step that instantly resonated around the world: the resolution on Donald Trump’s peace plan received 13 votes in favor, while Russia and China remained silently abstained. And although formally it is just a diplomatic document, its significance is much deeper — it launches a new political vector in the Middle East.

International Forces — A New Architecture of Control

The resolution is based on the idea of International Stabilization Forces, which will include units from several Arab states. They are to temporarily take control of Gaza — a step that simultaneously reduces tension and opens up space for reformatting the region.

This is not just about technical control. It is an attempt to create a new security structure capable of leading the region to demilitarization, disarming groups, and protecting the civilian population. If necessary — with the use of force, which underscores the seriousness of the mandate.

Hamas has already opposed the resolution, calling the international contingent a non-neutral force. But the Arab states that supported the document have shown that they are ready for a new architecture of peace — without the participation of terrorist groups and with a clear plan of action.

Algeria, Washington, and the Diplomacy of New Roles

Algeria’s Permanent Representative to the UN, Amar Bendjama, publicly thanked Trump for his role in the negotiations. His words highlighted the main point: without the prospect of creating a Palestinian state, peace in the region will remain unattainable.

And although the document itself only opens up the possibility for a future state, it has for the first time in many years formulated a realistic path to this process — with international control, reforms of the Palestinian administration, and a gradual transfer of powers.

Geopolitical Shadows

The resolution was long in question — Russia insisted on its own version, where the creation of a Palestinian state was the central element. But the sudden support of Arab and Muslim countries for the American version was a cold shower for Moscow.

The UN General Assembly had previously supported the “New York Declaration,” prepared by France and Saudi Arabia — a document that excludes Hamas from further governance of the sector. The new text only strengthened this vector.

Boundaries of the Future State: Complex Mathematics of Reality

Today, the Palestinian state is recognized by more than 150 (out of 193) countries worldwide. But the USA, Israel, Germany, and Italy continue to refuse to take this step.

According to UN resolutions, the territory of the future Palestine includes:

– The West Bank,
– Gaza,
– East Jerusalem.

Israel’s position remains unchanged: these borders are unacceptable. And this is where the main political knot begins, which the resolution only slightly untangles.

Reality After the Vote

The UN Security Council’s decision will not bring immediate change. It is only a starting point around which complex negotiations, diplomatic maneuvers, and multinational work on the ground will take place.

But the main thing has already happened: the world has once again received a platform where movement is possible. Even small, but real.
