The National Economic Council has published a report focusing on underutilized buildings, offering recommendations for their renovation and use. The report notes that restoring such buildings could improve cities, provide housing and generate millions of shekels in city taxes. Current legislation provides for exemption from city tax for such buildings for various periods. The exemption can be up to three years, followed by a minimum rate of five years, after which a full exemption is granted. This creates problems and may be a reason for not reusing the property.
The National Economic Council recommends establishing a uniform definition of the suitability of real estate for use, introducing an annual report on real estate and changing the tax exemption mechanism. This will help make the market more transparent, make it easier to find properties and encourage the use of abandoned buildings.
