According to a skills survey conducted by the Central Bureau of Statistics, Israel's skills level ranks last among developed countries and is declining. The PIAAC survey examines the basic skills of adults 16-65 years old. Israel ranked 27th in reading literacy, 26th in math literacy and 25th in adaptive problem solving among 31 OECD countries.
Reading literacy in Israel is below the OECD average, with 36% of the population having the lowest level. Results for numeracy and adaptive problem solving are also below the OECD average. The relationship between education and skills shows that people with higher education have lower levels of skills to a lesser extent.
Men in Israel showed a small gap in math literacy, while women showed a small gap in reading literacy. A drop in knowledge among eighth-graders was also noted. In 2019, Israel ranked 9th in TIMSS results, but dropped to 23rd place in 2023.
