Mashal is now the acting head of the movement and is responsible for communicating with key parties in negotiations for the release of the hostages. He previously served as head of the Hamas politburo from 1996 to 2017, after which he lost leadership to Ismail Haniyeh, who was killed in Tehran on July 31, 2024, during an Israeli airstrike. Lately Meshal has been living in Qatar.

It was previously reported that Hamas could be headed by Khalil al-Hayya, who lives in Qatar and heads a delegation to negotiate a ceasefire with Israel through international mediation, and also participates in the group’s official meetings with allies abroad.
