The meeting also discussed the creation of a mechanism to ban unwanted foreigners from entering Ukraine.

On August 13, 2024, a meeting was held at the National Security and Defense Council on the control of entry of foreigners and stateless persons into Ukraine. At the meeting, it was proposed to oblige citizens of countries that have a visa-free regime with Ukraine to send electronic messages about their intention to visit the country, reports Press service of the National Security and Defense Council.

Participants discussed the importance of adapting Ukrainian legislation to European standards and expressed a desire to develop a bill on the introduction of an electronic application system for foreigners.

The meeting also discussed the possibility of creating a mechanism to prevent entry into Ukraine of foreign citizens whose presence in the country is considered undesirable for reasons of national security. Israel has decided to implement the ETA-IL electronic entry permit system for citizens of countries with which it has a visa-free regime. It was planned that the consideration of applications would last up to 48 hours.

However, this decision caused discontent on the part of Moldova and Ukraine, which expressed their intention to introduce corresponding restrictions. In response, Israel postponed the start of the ETA-IL pilot project for five months.

Thus, at the meeting on August 13, 2024, the National Security and Defense Council discussed measures to control the entry of foreigners into Ukraine, including the introduction of an electronic application system and the possibility of preventing the entry of persons threatening national security.
