Moscow and Tehran have formed a nuclear alliance for the construction of new nuclear power plants in Iran

Russia and Iran signed a memorandum of understanding on the construction of small nuclear power plants in Iran. This important step took place at a meeting in Moscow on September 24, 2025, where the document was signed by the Director General of “Rosatom” Alexey Likhachev and Iran’s Vice President Mohammad Eslami.

Key Points of the Meeting

At the meeting, the parties discussed plans to build eight nuclear power plants, which should help Iran achieve a capacity of 20 GW by 2040. Eslami previously mentioned this in an interview with Iranian state media, emphasizing the importance of nuclear energy for the country.

Currently, Iran has only one nuclear power plant in operation, located in the city of Bushehr, with a capacity of about 1 GW. The launch of this facility was also carried out by Russian specialists.

Political Context

Moscow declares its support for Tehran, condemning the attacks by the US and Israel on Iranian nuclear facilities aimed at preventing the development of Iranian nuclear weapons. Such actions underscore the strengthening of strategic relations between Russia and Iran.

Cooperation in the Energy Sector

In January 2025, Russia and Iran signed a Strategic Partnership Agreement. This document provides not only for the expansion of military cooperation but also agreements on gas supplies. Russia committed to supplying Iran with 55 billion cubic meters of gas per year, which contributes to strengthening economic ties.

Construction of New Capacities

The agreement also provides for financial support from Russia for the construction of a new nuclear power plant in Iran. This will be a significant contribution to the development of nuclear energy and the further improvement of relations between the two countries.
