US President-elect Donald Trump is considering tapping Richard Grenell, his former intelligence chief, to serve as special envoy for the Russia-Ukraine war, according to four sources familiar with transition plans.

Grenell, who served as Trump's ambassador to Germany and served as acting director of national intelligence during the president's 2017-2021 term, will play a key role in Trump's efforts to stop the war if he is finally elected to the post.

While there is no special envoy focused solely on the Russia-Ukraine war, Trump is considering creating the position, according to four sources who spoke on condition of anonymity to discuss internal deliberations.

Ultimately, Trump may decide not to create a special envoy for the war in Ukraine, although he is seriously considering doing so, the sources said. If he does, he may choose someone else to fill the role, and there is no guarantee that Grenell will accept.

During the campaign, Trump promised to quickly end the conflict, although he did not say how he would do that.

At the same time, some of Grenell's positions may give Ukrainian leaders pause. During a Bloomberg roundtable in July, he advocated the creation of “autonomous zones” as a means of resolving the war, which began after Russia invaded Ukrainian sovereign territory. He also suggested that he would not support Ukraine joining the North Atlantic Treaty Organization in the near future, a position he shares with many of Trump's allies.

Grenell's supporters point out that he had a long diplomatic career and deep knowledge of European affairs. In addition to serving as Ambassador to Germany, Grenell also served as Special Presidential Envoy to Peace Negotiations for Serbia and Kosovo.

Caroline Leavitt, a spokeswoman for Trump's transition efforts, declined to comment beyond saying the president-elect's personnel decisions “will continue to be announced by him as they are made.”
