At the BRICS summit in Kazan, Putin failed to achieve his goals.

Putin’s planned “correct war in Ukraine” and “condemnation of Israel” remained without the support of the participating countries, despite his attempts. Israel and Ukraine did not find themselves isolated as the Kremlin expected.

“All states must act in accordance with the purposes and principles of the UN Charter” — it was with this phrase that the war in Ukraine was mentioned once in the final declaration of the BRICS summit in Kazan. Despite Putin's repeated attempts to attract support from countries in the Global South, his aggression against Ukraine and condemnation of Israel's actions against terrorists found no response among summit participants.

War in Ukraine: a losing diplomatic battle

Putin expected that the BRICS countries would support his aggressive actions against Ukraine, but the final document of the summit showed the opposite. The term “situation in and around Ukraine” clearly demonstrates the evasive position of the participating countries. The emphasis is on the need for a peaceful resolution of the conflict and compliance with the UN Charter.

The Ministry of Foreign Affairs of Ukraine assessed this as another failure of Russia in the international arena. Their statement says that the Russian Federation

“failed to export their neo-imperial views on changing the world order and global security architecture through aggression against Ukraine”.

This conclusion confirms that the BRICS countries did not side with Russia in its attempts to justify the war in Ukraine.

Terrorist acts in Israel: half-hearted condemnation

Putin's failures did not only concern Ukraine. While discussing the situation in the Middle East, the BRICS countries expressed serious concern about the humanitarian situation in the region, but their condemnation of Israel's actions against terrorists was weak and insufficient. The summit declaration mentioned military actions in the Gaza Strip and the death of civilians, but the actions of the terrorists themselves against Israel went virtually unnoticed.

This fact points to Putin's failure to persuade the BRICS countries to take sides against Israel.

Of particular concern caused by the situation in the “occupied” Palestinian territories. The BRICS countries condemned Israel's actions related to the destruction of infrastructure and the death of civilians, but the terror emanating from the militants did not receive due condemnation. Obviously, such an imbalance benefits terrorists and their sponsors.

BRICS Declaration: main points

  • The war in Ukraine is mentioned only once with the evasive formulation “the situation in and around Ukraine.”
  • A call for a peaceful resolution of the conflict through diplomacy, but without specific support for Russian positions.
  • Condemnation of civilian deaths in the Middle East, but lack of clear condemnation of Israeli actions.
  • A call for a ceasefire in the Gaza Strip and the release of all hostages, but without specifics on the role of terrorists.

Lessons from the BRICS summit for Putin

The results of the summit in Kazan show that Putin is in for a complete fiasco in the international arena. His attempts to advance his agenda globally, win over countries in the Global South, and gain support for aggression against Ukraine have failed. Moreover, the BRICS summit only emphasized how isolated Russia is and how weak its position is.

Ukraine continues to receive international support, and its struggle for sovereignty remains a key issue on the agenda. Israel, in turn, is coping with the terrorist threat despite insufficient international support.

Who took part in the BRICS summit?

Let us note that this year Russia is presiding over BRICS, and the main event within the organization should be the summit, which is hosted by the Kremlin on October 22-24 in Kazan and to which a large number of countries from the Global South are invited.

BRICS is an organization created in 2006 by the four largest countries in terms of area and population: Brazil, the Russian Federation, India, and China. The block is named after the English initials of the founding countries – Brazil, Russia, India, China and the Republic of South Africa (RSA). In addition to these countries, the bloc includes Egypt, Iran, Ethiopia and the United Arab Emirates.

The BRICS summit, held in Kazan, brought together leaders of key countries in the world, including Brazil, Russia, India, China and South Africa – the founding countries of the bloc. Leaders who took part included:

  • Xi Jinping – Chairman of the People's Republic of China;
  • Narendra Modi – Prime Minister of India;
  • Luiz Inacio Lula da Silva – President of Brazil;
  • Cyril Ramaphosa – President of the Republic of South Africa.

In addition, the summit was attended by leaders from key countries in the Global South, including Egypt, Iran, Ethiopia and the United Arab Emirates. Palestinian President Mahmoud Abbas was also present. UN Secretary-General Antonio Guterres also attended the summit.

However, despite this high level of representation, Putin failed to achieve his goals. The BRICS summit demonstrated that support for aggression against Ukraine remains minimal, and Israeli actions in the Middle East are condemned “not clearly enough.” Russia remains internationally isolated despite Putin's efforts to regain his former influence.
