According to data published today, September 16, 2025, in Reuters, the United States is resuming arms supplies to Ukraine. The first aid packages have already been approved and may be sent soon as part of a new financial agreement with allies.

This is the first use of a mechanism developed by the US and allied states to support Kyiv by providing American weapons funded by NATO countries. Deputy Defense Secretary for Political Affairs Elbridge Colby confirmed two deliveries worth up to $500 million under the new mechanism called the “Priority Ukrainian Requirements List” (PURL).

Funding Assistance

The conflict in Ukraine continues to escalate. At the end of August, the Pentagon reported that the US State Department approved a potential sale of air-launched cruise missiles and related equipment to Ukraine worth $825 million. These deliveries are funded under the Jump Start program with assistance from Denmark, Norway, and the Netherlands, with additional funds from the US military financing program.

Regarding the new funding mechanism, on August 2, Reuters reported on US and NATO cooperation in this area. The main idea is that Ukraine will determine priority weapon needs, receiving about $500 million, and NATO countries, together with Secretary General Mark Rutte, will negotiate possible contributions from the alliance.

Prospects for Military Aid

Allies hope to provide Ukraine with weapons worth up to $10 billion. A representative of European countries stated that this is an ambitious goal, and they intend to move in this direction. In turn, a senior NATO military official emphasized that this initiative is a “voluntary effort organized by NATO, in which each participating country can take part.”

Cooperation Mechanism

An American source explained that the new mechanism will allow NATO countries to quickly provide weapons to Ukraine, avoiding lengthy procedures for selling defensive substances. The money for the deliveries will go to the US budget, possibly through the Treasury Department or a special trust. Earlier in August, it was reported that the details of this mechanism had not been finalized.

Additionally, the new mechanism will allow the US to identify available weapon stocks that can be sent to Ukraine under the so-called “presidential authority.” This allows the US president to “draw” weapons from the current stockpile to assist allies in emergency situations.

Strategic Preparation

In August, several sources told Reuters about at least one deal in negotiations under the new mechanism. Initially, it was unclear whether the funds had been transferred. However, the US has now confirmed the decision to provide weapons.

The publication also mentioned recent initiatives proposed by Trump supporters in Congress aimed at creating a special fund in the US Treasury Department. Allies will be able to contribute funds to cover the costs of military equipment transferred to Ukraine.
