Patriot Delivery Scheme: What Trump Proposed

On July 14, during a conversation with NATO Secretary General Mark Rubio, U.S. President Donald Trump made an unexpected announcement: NATO will receive 17 Patriot batteries — and these will be transferred to Ukraine.

“Today we made an agreement under which we will send them weapons, and they will pay for it,” said the White House chief. “We are going to produce first-class weapons and send them to NATO.”

Why This Approach

  • Avoiding direct escalation. The U.S. does not transfer weapons directly, but operates through partners to reduce domestic criticism.
  • Economic benefit. Each battery costs about $1 billion, and it will be paid for by European allies.

Trump added that other alliance countries will pay for these weapons, and then they will be “sent where they are needed.” In response, Rutte thanked him for ensuring that Ukraine will now receive the arms it needs.

The American president also promised that Ukraine will now “feel stronger.”

Also during the conversation with the NATO chief, the White House head again noted the bravery of the Ukrainians. Moreover, Trump threatened Russia with “harsh tariffs” if Moscow does not reach an agreement to end the war against Ukraine within 50 days.

“The U.S. will impose secondary sanctions on Russia and its trading partners if there is no agreement on Ukraine within approximately 50 days. Tariffs will be at least 100%… Putin won’t fool me. Talks must end and action must begin,” Trump concluded.

A White House representative clarified to CNN that “secondary tariffs” mean 100% duties on Russian goods and secondary sanctions on countries that purchase Russian oil.

Regarding weapons, besides the Patriot air defense systems, which top Kyiv’s wish list and which Trump called “vital,” the plan allows selling allies U.S. missiles, artillery shells, and a medium-range air defense missile system for subsequent transfer to Ukraine, a source said.

Earlier, Financial Times reported that the U.S., Israel, and Ukraine are negotiating to supply Kyiv with up to eight Patriot air defense systems, which would significantly improve the Defense Forces’ ability to counter Russian air strikes.

Patriot systems have already proven capable of intercepting all types of Russian missiles, including the advanced “Kinzhal.”

Israeli M901 PAC-2 batteries are older than many Patriot systems now in Ukraine, but military analysts say the older model is still fully compatible with new ones.
