A public commission headed by Professor Aviad HaCohen presented its recommendations for helping the victims. The main task of the commission is to help those who cannot receive compensation within the framework of the law and are not ready for bureaucratic obstacles.
Assistance will be provided without the need to prove damages to family members of the deceased and abducted who do not receive assistance under existing laws. Assistance will also be provided to residents of settlements attacked by terrorists and participants in music festivals on the border with the Gaza Strip.
Approximately 100,000 people will be recipients of assistance. The budget for one-time assistance is 1 billion shekels, and compensation will range from 7 to 29 thousand. When applying to the National Insurance Institute, the recipient will have to return part of the payment in case of disability denial.
