Russia is considering the possibility of cooperating with the United States in managing the Zaporizhzhia nuclear power plant, controlled by Russian military forces and located in Enerhodar. This information was announced by Putin at a meeting with Slovak Prime Minister Robert Fico during the Shanghai Cooperation Organization summit in Beijing.
Putin stated that “American partners” could become participants in the process at the Zaporizhzhia NPP, noting that indirect discussions on these topics have already taken place. He indicated that the issue concerns not only the American side but also the Ukrainian representation at the plant. The President of Russia also added that if favorable conditions are created, joint management of this strategically important infrastructure is possible.
The Zaporizhzhia NPP was seized by Russian troops at the beginning of 2022. Although its operator formally remains the Ukrainian company “Energoatom,” actual control over the plant has been lost. In 2024, all six reactors are in a state of “cold shutdown.” In early 2025, Donald Trump proposed a project to Ukraine for “American ownership” of nuclear plants, claiming it would provide “better protection.” At the same time, Volodymyr Zelensky stated that the issue of transferring the Zaporizhzhia NPP to the US was not discussed.
At the end of April 2025, Russian Foreign Minister Sergey Lavrov told CBS News in an interview that Russia had not received proposals for joint management of the plant with Ukraine and the US. If such a proposal is made, the Russian side will make it clear that the management of the Zaporizhzhia NPP remains under the control of “Rosatom” and is monitored by IAEA personnel. When asked about possible changes, Lavrov expressed doubt.
Enerhodar, a city under occupation for the fourth year, has become akin to a “ghost town,” where violence and fear dictate everyday life. Many people who disappeared in this place have not been found, and in local schools, children are indoctrinated with Kremlin “patriotism.”
