November 26, 2025 in Kyiv hosted the Ukraine-Israel summit “Crisis Response. Israeli Technologies and Experience” — an event that brought together medical specialists, security experts, emergency service leaders, technology companies, and representatives of the public sector from both countries.
The organizer was the Embassy of the State of Israel in Ukraine.
The main goal of the summit is to find solutions that will help Ukraine strengthen its national readiness system, improve emergency response, and implement modern Israeli protocols and medical developments into Ukrainian infrastructure.
The Israeli Ambassador emphasized the importance of partnership
The welcoming speech was delivered by Michael Brodsky, the Extraordinary and Plenipotentiary Ambassador of Israel to Ukraine.
He noted that the exchange of experience in civil protection, medicine, and crisis technologies has become an important element of cooperation between the two countries, especially under the conditions of ongoing threats and high levels of stress on emergency systems.

Experts presented Israeli response models
Dr. Eli Yafe (Magen David Adom)
One of the key specialists in the Israeli crisis response system.
In his speech, he focused on:
preparing rescue services at the national level;
managing large-scale disasters and mass casualty events, including the experience of 10.07.2023;
protocols and algorithms that have proven effective in combat and terrorist attack conditions.
IDF Colonel (Reserve) Avi Berman
An officer with more than 25 years of service in the Israel Defense Forces spoke about:
principles of civil defense and Home Land Defense;
working with information in crisis conditions;
the importance of coordination between services during emergencies.
Ukraine adapts Israeli approaches in medicine
The chief physician of the Kyiv Regional Clinical Hospital Darina Melnyk presented the experience of implementing Israeli practices in Ukrainian medical institutions.
She noted that training specialists, exchanging experiences, and long-term programs with the participation of Israeli experts have already begun to change approaches to emergency medicine and rescue operations.
